The Verkhovna Rada adopted resolution No. 16095 on the establishment of an advisory group of experts on October 14, which will select candidates for six vacant positions of members of the Accounting Chamber. This decision is one of the steps to fulfill Ukraine's obligations to the European Union and the International Monetary Fund.

This was reported by the parliament's press service. The advisory group includes six experts: three international specialists and three representatives determined by proposals of parliamentary factions and groups.

The international part is represented by Lee Summerfield from the National Audit Office of the United Kingdom, former member of the European Court of Auditors Igors Ludborz, and representative of the French audit system Pascal Mugnier. The Ukrainian members of the group are Hlib Vyshlinskyi, Mykola Marchenko, and Myroslava Masliak. International experts will have a prevailing vote during the selection of candidates.

Within a week, the Verkhovna Rada must publish the competition conditions. After that, applicants will have 30 days to submit documents. The advisory group will conduct verification, testing, and interviews, and will recommend at least two candidates for each vacant position to the parliament. The final decision on appointment will be made by people's deputies.

As explained by the head of the parliamentary Budget Committee Roksolana Pidlasa, the establishment of the advisory group was a condition for receiving macro-financial assistance from the EU with a deadline of August 2026. At the same time, the appointment of the full composition of the Accounting Chamber is a structural benchmark of the IMF program, which must be fulfilled by the end of December.

Previously, the parliament repeatedly tried to form an advisory group, but the votes for adopting the decision were insufficient. In particular, on September 1, the relevant draft resolution was supported by only 192 deputies.

The Accounting Chamber, which exercises external control over the receipt and use of state budget funds, has been working in an incomplete composition for almost three years. The current decision allows moving to the next stage of the competition, but the actual appointment of new members is still ahead.
