Ukrenergo's debts to electricity market participants increased by 60%
The debt of participants in the electricity balancing market to NPC "Ukrenergo" increased to 47.34 billion UAH over nine months of 2026. At the same time, the transmission system operator's own debts to market participants reached 36.69 billion UAH.
This is reported by ExPro Consulting with reference to data on settlements in the balancing market, published in ExPro Electricity Daily.
As of September 30, the debt to "Ukrenergo" increased by 5.29 billion UAH, or 12.6%, compared to the end of 2025. Almost the entire amount - 47.26 billion UAH - is owed by parties responsible for balance. Another 85.1 million UAH is the debt of balancing service providers.
Ukrenergo's own debt grew much faster. Over nine months, it increased by 13.76 billion UAH, or 60%, to 36.69 billion UAH.
The largest part of this amount - 32.02 billion UAH - the operator owes to balancing service providers. Another 4.67 billion UAH relates to liabilities to parties responsible for balance.
Thus, since the beginning of the year, Ukrenergo's debts to balancing market participants have been growing almost five times faster than participants' debts to the operator itself, when comparing growth rates in percentage terms.
The balancing market ensures the settlement of differences between planned and actual volumes of electricity production and consumption. Through this segment, payments are made, in particular, for the services of power plants that change generation volumes to maintain the balance of the power system.
The accumulation of debt complicates timely settlements between electricity market participants. However, the presented data do not indicate a direct link between these debts and current power outages.
For comparison, at the end of 2025, market participants' debt to "Ukrenergo" stood at about 42 billion UAH, and the operator's debts to participants were 22.93 billion UAH. Thus, during 2026, both indicators continued to grow.
