Stubb reported new agreements at talks on Ukraine
During negotiations between representatives of Ukraine, the US and European countries in Oslo on October 20, new proposals for a peaceful settlement of the Russian-Ukrainian war were developed. As early as October 21, the American side intends to present these ideas to Russian representatives.
This was announced by President of Finland Alexander Stubb at a joint press conference with President of Ukraine Volodymyr Zelenskyi and Prime Minister of Norway Jonas Gahr Støre following the talks. The Guardian also reports details.
According to Stubb, the meeting achieved real progress both in resolving immediate tasks and in discussing broader conditions for ending the war.
"We found some elements of peace that will be presented in St. Petersburg tomorrow", — the Finnish President stated.
He clarified that the participants of the consultations focused on several key areas, including strengthening Ukraine's air defense, security of energy infrastructure and the possibility of a partial ceasefire.
In particular, options for agreements concerning the cessation of strikes on energy facilities and ensuring food security were discussed. These issues were a continuation of previous consultations held in Miami.
Stubb emphasized that at the technical level, the American, Ukrainian and European sides were able to bring their positions closer. Now it is necessary to find out whether Russia is ready to discuss the proposed solutions.
According to the President of Finland, the diplomatic process has been brought back on a constructive track. He noted that over the past week negotiators achieved significant progress, although most of this work was not public.
"I feel that the process is back on the right track", — Stubb said, expressing hope that the upcoming contacts with the Russian side will not lead to a new setback in the talks.
The next stage will be the trip of the US President's Special Representative Steve Witkoff to Russia on October 21. As Prime Minister of Norway Jonas Gahr Støre reported, the American negotiator is to convey the results of the Oslo consultations to the Russian side.
According to Støre, the meeting participants also discussed security guarantees for Ukraine, a plan for its post-war economic recovery, territorial issues, sanctions and the future European security system.
The Norwegian Prime Minister did not rule out that the results of talks with Moscow could pave the way for a meeting at the level of state leaders.
President of Ukraine Volodymyr Zelenskyi, for his part, stated that Kyiv is interested in the swiftest possible end to the war and supports the continuation of diplomatic work with the US and European partners.
He also spoke in favor of holding a trilateral meeting with US President Donald Trump and Vladimir Putin. According to Zelenskyi, some of the most difficult issues of the future peace agreement can be resolved exclusively at the level of heads of state.
At the same time, the Ukrainian president emphasized that any agreements regarding Ukraine's future must be discussed directly with Kyiv's participation.
Despite the positive assessments of the Oslo talks, the parties have not yet presented the final text of the peace proposals. There was also no report of Russia's agreement to the discussed initiatives.
