The Cabinet of Ministers of Ukraine is expected to make a final decision on Friday, October 23, on updating the rules for booking conscripted employees. According to preliminary agreements, the overall limit for businesses will remain at 50%, while enterprises in the defense-industrial and fuel-energy complexes will have the possibility to book up to 95% of conscripts.

This was reported by MP Yaroslav Zheleznyak, citing information about the revised draft government resolution.

According to the MP, after discussions with business representatives and parliament, the government agreed to abandon a number of previously proposed restrictions. In particular, the standard quota for booking employees of critically important enterprises will remain at 50%. The base from which this indicator is calculated will also not change.

Thus, the norm that provided for changing the calculation of quotas through employees who already have a deferral from mobilization on other grounds is to be removed from the document. Under the original proposal, this could effectively reduce the number of available bookings even for enterprises that would formally retain the 50% limit.

For enterprises in the fuel-energy complex (FEC) and the defense-industrial complex (DIC), it is proposed to set a booking quota of 95%. This is more than the 85% provided in the previous draft, but less than the current possibility of booking up to 100% of employees for the relevant categories of enterprises.

At the same time, the possibility of 100% booking is not being canceled. According to Zheleznyak, enterprises that need to reserve all conscripted employees will have to undergo a procedure through the new Coordination Center.

Meanwhile, the powers of the Coordination Center are planned to be limited to advisory functions. It will consider issues and provide recommendations, while final decisions will remain with the central executive authorities, as under the current system.

Another change is to be the introduction of specific deadlines and procedures for reviewing documents, including the principle of "tacit consent." This means that the absence of objections within the set period will not block the procedure. The exact mechanism will be known after the publication of the resolution.

According to the MP, all current statuses of critically important enterprises are to be preserved. Therefore, companies should not automatically lose their status just because of the introduction of the updated procedure. This is not tantamount to unconditional extension of each individual booking.

Earlier, Dmytro Kysylevskyi, deputy head of the parliamentary committee on economic development, said that the government plans to complete the review of booking rules by the end of the current week. He also confirmed the removal from the project of the norm on changing the calculation base of the standard quota.

Recall that on October 13, the Cabinet of Ministers approved changes to the booking system, but postponed the final determination of quotas. The initial draft provided for a reduction in the share of booked employees for DIC and energy enterprises from 100% to 85%. These proposals met with objections from business and defense industry representatives.

Prime Minister Serhiy Koretskyi earlier assured that the government does not plan to radically change the booking conditions for enterprises critical to defense and energy. At the same time, he explained the review by the need to prevent abuses in granting deferrals.

As of the preparation of this material, the final decision of the Cabinet of Ministers on October 23 has not been officially confirmed. The quotas and procedural changes cited are based on information from MPs. Their actual application will depend on the content of the adopted and published resolution.
