The Cabinet of Ministers has extended the state program under which enterprises can receive compensation of 15% of the cost of Ukrainian industrial machinery and equipment. The program will operate until 30 September 2028, allowing businesses to continue partially reimbursing costs for production modernization.

The relevant decision was adopted by the government on 23 October, the Ministry of Economy and Environment of Ukraine reported on 26 October.

The program provides for repayment to buyers of 15% of the cost of Ukrainian-made industrial machinery and equipment excluding VAT. It operates within the state policy "Made in Ukraine" and aims to support domestic machine-building enterprises.

Legal entities, individual entrepreneurs and communal enterprises that meet the program requirements can use the compensation.

For what equipment can compensation be obtained

State support applies to Ukrainian-made equipment, including production, energy, construction, wheeled and specialized machinery.

The main condition is compliance of products with requirements for localization of production at a level of at least 40%. In addition, the specific model of machinery or equipment must be included in the list approved by the Ministry of Economy.

According to the ministry, during the program's operation, 1,546 product names from 62 Ukrainian machine-building enterprises have been included in this list.

The list is not fixed: producers can submit documents for inclusion of new types of machinery and equipment after confirming compliance with established requirements.

How can business obtain compensation

To participate in the program, an enterprise needs to select a product from the official list and purchase it through an authorized bank.

After the purchase, the buyer submits through this bank an application for compensation together with documents confirming payment and receipt of the equipment. After verification and approval of the request, the state transfers compensation to the enterprise's account.

Payments are made from the state budget within the provided funding. Therefore, inclusion of equipment in the list alone does not mean automatic receipt of funds.

Why the program was extended

The program of partial compensation for the cost of Ukrainian industrial equipment has been operating since autumn 2024.

The Federation of Employers of Ukraine explained that the initiative for its extension arose after appeals from machine-building enterprises and buyers of their products.

According to the federation, as of 30 September 2026, the balance of budget funds in the relevant direction was about UAH 229.4 million. Extension of the program allows using the envisaged support mechanism in the following periods.

The Ministry of Economy notes that partial compensation gives enterprises the opportunity to reduce costs for upgrading production facilities, and Ukrainian equipment producers - to receive additional orders.

The new resolution extends the experimental project for the period of martial law, but not later than 30 September 2028. The main compensation mechanism remains unchanged.

The program of compensation of 15% of the cost of industrial equipment is a separate mechanism of state support and is not identical to the program of reimbursement of 25% of the cost of Ukrainian agricultural machinery.
