The Council of the European Union adopted eight decisions enabling the use of approximately €4.9 billion from the European Peace Facility (EPF) for military support to Ukraine. This concerns the practical implementation of part of the funding agreed by EU countries in September.

This was stated in an official statement by the Council of the EU dated 26 October.

The approved decisions provide for two main areas of funding:

  • €4.7 billion - for partial reimbursement to EU member states of the costs of military aid already provided to Ukraine.
  • €230 million - additional funding for the EU Military Assistance Mission in support of Ukraine (EUMAM Ukraine), which provides training to Ukrainian military personnel.

Thus, the approved €4.9 billion is not a new direct cash transfer to Ukraine. The majority of the funds are intended to compensate European countries for the cost of previously supplied weapons and military equipment.

The current decisions represent the next stage in the implementation of the agreement dated 25 September, when EU countries agreed to mobilise a total of €6.6 billion through the European Peace Facility. At that time, they also foresaw €1 billion for new military assistance to Ukraine and further reinforcement of the EUMAM training mission in 2027.

Following the adoption of the eight decisions, total support to Ukraine through the European Peace Facility has reached approximately €10.8 billion. Of this amount, €9.9 billion relates to reimbursing member states for military supplies, while around €950 million is allocated for training Ukrainian military personnel.

Separately, the Council of the EU reminded that through this mechanism, €3.5 billion of extraordinary revenue from frozen Russian assets has already been directed to support Ukraine. The funds have been used to supply Ukraine with ammunition, air defence systems, and drones.

Moreover, military equipment worth over €1.5 billion was procured directly from Ukrainian defence companies.
