The Verkhovna Rada on October 27 supported in principle the draft resolution on conclusions and proposals to the State Budget of Ukraine for 2027. 232 MPs voted in favor of the decision. The parliament moved to consider amendments, but the draft budget itself has not yet been passed in the first reading.
The results of the vote were reported by MP Yaroslav Zheleznyak. Information on the progress of consideration was also published by the Budget Committee of the Verkhovna Rada.
In total, 5,236 parliamentary amendments were submitted to the draft state budget. According to the head of the budget committee, Roksolana Pidlasa, this is the largest number in the last 24 years.
To accommodate all proposed changes would require an additional 13.5 trillion hryvnias — almost two annual state budgets. A significant part of the amendments had no realistic sources of funding, so following the review the budget committee formed 90 proposals.
Among them are instructions to the government to work on increasing the monetary allowance of servicemen, doubling state guarantees for enterprises of the defense-industrial complex to 60 billion hryvnias, as well as additional funding for housing for the military.
It is also planned to work on additional funds for medicines for patients with rare diseases beyond the 21 billion hryvnias already included in the draft budget.
At the same time, supporting budget conclusions does not automatically mean an increase in military salaries or approval of additional expenditures. The Cabinet of Ministers must work on the relevant proposals during the preparation of the document for the second reading.
Finance Minister Serhiy Marchenko, speaking in parliament, stressed that the draft budget for 2027 is formed taking into account the continuation of the war. The main priority remains spending on security and defense.
According to the minister, the possibility of increasing other expenditures will depend on the availability of financial resources. One of the government's key tasks remains securing international funding for the budget in 2027.
Zheleznyak clarified that after the vote, the parliament moved to consider parliamentary amendments. 47 MPs signed up to present them.
The vote on the amendments and the adoption of the draft budget in the first reading are scheduled for October 28. After that, the document must be submitted to the Cabinet for revision.
According to the preliminary parliamentary schedule, the second reading and final adoption of the state budget for 2027 are planned for the period from November 23 to 26. The dates may change depending on the progress of consideration.
