Ukraine has launched a new mechanism for paying off debts through the "Diia" application, which automatically lifts the arrest on bank accounts after the debt is fully paid. Now citizens do not need to contact a state or private executor with receipts and wait for a separate resolution to be issued.
This was reported on October 27 by the press service of "Diia".
The new service allows checking open enforcement proceedings, paying off the debt, and restoring access to blocked funds. After the required amount is received, the automated enforcement system independently generates a notification of debt repayment and sends the information to the bank.
The bank is obliged to lift the arrest on the accounts no later than the next day after receiving the electronic notification. At the same time, information about the citizen is automatically removed from the Unified Register of Debtors.
Previously, after paying off the debt, a person had to wait for the executor to manually issue a resolution lifting the arrest and pass it to the financial institution. In some cases, this required additional appeals and increased the time to restore access to funds.
The new automated procedure applies to enforcement proceedings in which the amount of recovery does not exceed ten minimum wages. In 2026, the threshold amount is 86,470 hryvnias.
According to the Ministry of Justice, about 92% of open enforcement proceedings fall under the established threshold. This includes, in particular, the recovery of administrative fines and other monetary obligations that meet the conditions provided by law.
At the same time, to automatically lift restrictions, it is not enough to pay only the principal amount. As explained by the Ministry of Justice, it is necessary to fully pay all amounts provided for by the enforcement proceedings: the debt to the recoverer, the enforcement fee or private executor's remuneration, expenses for enforcement actions, and accrued fines.
If the debt is not fully repaid, an automatic notification of completion of recovery is not generated, so restrictions on bank accounts may remain.
To check and pay the debt, you need to open the "Diia" application, go to the "Services" section, and select "Enforcement Proceedings". There you can see information about open proceedings and the option to pay.
According to the official instructions, you can pay off the debt with a bank card, via Apple Pay or Google Pay. After full payment, further information exchange between the enforcement system and the bank occurs automatically.
The basis for launching the new mechanism was legislative changes that entered into force on October 23, 2026. They provide for the automation of certain enforcement procedures, including the removal of citizens from the register of debtors and the lifting of arrests on funds.
Thus, the announcement by "Diia" on October 27 concerns the practical possibility of using the already operating mechanism through the government application.
The service is implemented by the Ministry of Digital Transformation together with the Ministry of Justice, the state enterprise "National Information Systems" with the support of the Swiss-Ukrainian EGAP program.
