Finland's state-owned export credit agency Finnvera and the European Commission signed a guarantee agreement on October 27 that will enable attracting up to €240 million for investment projects to rebuild Ukraine's critical infrastructure.

This was reported by Ukraine's Ministry of Foreign Affairs and the Finnish agency Finnvera. The signing of the agreement was also discussed by Ukraine's Foreign Minister Andrii Sybiha and his Finnish counterpart Elina Valtonen during their meeting in Helsinki.

The financing can be directed to projects in energy, digital infrastructure, logistics, extraction and processing of critical raw materials. Special attention will be given to the defense industry and dual-use technologies.

The agreement is called SISU and is part of the Ukraine Investment Framework, implemented by the European Commission to attract investments to Ukraine.

Under its terms, the European Commission will provide guarantees for 75% of Finnvera's financing related to Finnish exports to Ukraine. The maximum amount of such financing is €240 million.

Thanks to EU guarantees, the Finnish agency will be able to more actively lend for export operations and investment projects, reducing risks for companies and financial institutions. The use of guarantees is envisaged for loans to buyers of Finnish products, investment guarantees, and direct loans.

The signing of the document marks the transition from previous agreements to practical financing. In June 2026, Finnvera and the European Commission signed a declaration of intent, and now they have concluded a final guarantee agreement. This allows the agency to begin providing guarantees within the program.

According to Finnvera, the participation of Finland's Ministry of Foreign Affairs in the program is additionally envisaged in the amount of €36.6 million. This component, which will become operational later, will include direct support for Ukrainian startups and technical assistance to Ukrainian projects involving Finnish suppliers.

Finnvera's CEO Juuso Heinilä noted that the new agreement will expand opportunities for Finnish companies to work in the Ukrainian market and will promote attracting private capital for reconstruction.

During the talks, Andrii Sybiha and Elina Valtonen also discussed expanding the activities of the Shelter Coalition, which works to strengthen protection for Ukraine's civilian population.

At the same time, €240 million is the maximum amount of financing available through the new mechanism, not funds already transferred to Ukraine. The actual use of the program will depend on the approval and implementation of specific investment projects.
