President of Ukraine Volodymyr Zelensky appealed to Prime Minister Serhiy Koretskyi with a proposal to form a special team of experienced managers and business representatives to enhance Kyiv's preparation for winter and Russian attacks.

This was announced by the head of state during a meeting with journalists on October 27, RBC Ukraine and Suspilne report.

According to Zelensky, the new team should work out practical solutions to increase the resilience of the capital's infrastructure. The President is ready to personally negotiate with candidates proposed by the head of government.

"I asked the Prime Minister to assemble a special cabinet for Kyiv — business managers, strong people", - said Zelensky.

The President clarified that he had previously discussed the possibility of involving former Infrastructure Minister Oleksandr Kubrakov and former Prime Minister Volodymyr Groysman. He also wanted to involve former SBU Head Vasyl Malyuk in resolving security issues.

Meanwhile, the search for managers for the capital is complicated by the candidates' reluctance to take responsibility. According to the President, Groysman, Kubrakov and former Head of the Restoration Agency Serhiy Sukhomlyn refused offers to become the head of the Kyiv City Military Administration.

Zelensky connected these refusals, in particular, with the potential candidates' fears about political criticism and the difficulty of working in the capital.

The President also expressed dissatisfaction with the state of Kyiv's preparation for winter threats. In his opinion, some critical infrastructure objects remain inadequately protected, and the city resilience plan has not been fully implemented.

He emphasized that the purpose of engaging additional specialists is to strengthen city management, particularly in matters of protecting infrastructure and ensuring the operation of transport and logistics facilities.

Earlier, Zelensky reported consultations with business and security sector representatives regarding the preparation of the capital for a difficult winter. Since Tymur Tkachenko's dismissal in July, the position of the head of the Kyiv City Military Administration remains without a permanent leader.

Currently, the composition of the special management team has not been approved. No specific appointments or start dates for its work have been officially announced.
