The United Kingdom has decided on additional financial support for Ukraine totaling £10 billion (about $13.3 billion). The bulk of the package will be economic assistance over the next three years, with the remainder directed to export finance, mainly related to arms supplies.
On October 28, President of Ukraine Volodymyr Zelenskyy reported the new decision after a phone conversation with Prime Minister of the United Kingdom Andy Burnham.
According to Zelenskyy, the UK package includes two main funding areas:
- £7 billion (about $9.3 billion) – economic support for Ukraine over the next three years;
- £3 billion (about $4 billion) – export finance, primarily to ensure the supply of necessary weapons.
The President emphasised that the announced package will complement the regular assistance that London already provides to Ukraine. Separately, Zelenskyy and Burnham discussed further strengthening sanctions pressure on Russia.
The new decision continued the negotiations that Ukrainian and UK sides held throughout October. In particular, on October 13, the British government reported that Burnham had instructed ministers to prepare additional packages of military and financial assistance for Ukraine. At that time, specific amounts of new funding were not disclosed.
However, the mechanism for providing the announced £10 billion (about $13.3 billion) still needs clarification. In particular, it is unknown what portion of the economic support will be provided in the form of loans, guarantees, or grants, as well as the schedule for its provision.
According to official UK government data, as of October 13, the UK's total commitments for support to Ukraine amounted to £25 billion (about $33.2 billion). Of this, £16 billion (about $21.3 billion) was for military assistance, up to £5.6 billion (about $7.4 billion) for non-military support, including financial guarantees, and another £3.5 billion (about $4.7 billion) was the limit for export finance for defence projects and reconstruction.
Therefore, it is not yet clear whether the new £3 billion (about $4 billion) of export support fully increases previous UK financial commitments, or whether existing procurement guarantee mechanisms will be partially used.
In addition, the UK has previously committed to providing Ukraine with at least £3 billion (about $4 billion) in military assistance annually until 2030-2031 and beyond, if necessary.
