Unknown individuals are again trying to obtain information about Ukraine's international negotiations, impersonating the head of the Foreign Intelligence Service, Rustem Umerov. Suspicious messages are being received by members of the diplomatic corps and Ukraine's international partners in various countries.
This was reported on October 28 by the head of the Foreign Intelligence Service Rustem Umerov in his Telegram channel.
According to him, new cases of such mailings have been recorded against the backdrop of intensified diplomatic efforts aimed at ending the Russian-Ukrainian war. Unknown persons are using his name to establish contact with foreign representatives and obtain information about Ukraine's interaction with allies.
"In such messages, attempts are made to establish contact and obtain information about Ukraine's work with partners and international negotiations," — Umerov said.
The head of foreign intelligence called on international partners not to respond to suspicious requests and not to transfer any information if there are doubts about the sender's authenticity.
For verification, he recommended using official diplomatic channels, contacting the relevant agencies of their states, or directly contacting Ukrainian diplomats.
Umerov advised paying special attention to checking phone numbers, messenger accounts, and email addresses from which such requests come.
Upon receiving messages from unknown individuals claiming to be the head of the Foreign Intelligence Service, he asked to immediately stop the correspondence and notify the Ukrainian side.
This is not the first such case. In March 2026, Umerov, who then held the position of NSDC Secretary, already warned about fraudsters who contacted international partners on his behalf. Unknown persons used outside phone numbers and tried to obtain information from diplomats and foreign colleagues.
In May, Umerov reported a new wave of such appeals, including to representatives of the Baltic states. Then he emphasized that official communication with foreign partners is carried out exclusively through established communication channels.
The current warning came amid preparation for a new round of trilateral negotiations between Ukraine, the United States, and Russia. The meeting may tentatively take place in November in Abu Dhabi, but the final date has not yet been agreed upon.
However, Umerov did not specify who exactly is behind the suspicious mailings, which states were their primary recipients, and whether unknown persons managed to obtain any information about the negotiations.
