The Cabinet of Ministers of Ukraine extended the deadline for returning paper excise tax stamps to their seller until January 1, 2028. The decision was made as part of preparations for the transition to electronic labeling of alcoholic beverages, tobacco products, and e-cigarette liquids.
This was reported by the Ministry of Finance of Ukraine on October 29.
In addition to extending the deadline for returning stamps, the government ensured the possibility of their further ordering and use during the transition period. From November 1, 2026, enterprises will be able to continue working with paper excise stamps until the full launch of the electronic system.
This will allow manufacturers, importers, and sellers of excisable products not to interrupt their activities due to the postponement of digitization deadlines. The Ministry of Finance emphasized that the changes are necessary to ensure continuity of production, trade, and excise tax revenues to the budget.
The government also extended the period of pilot operation of the eExcise system software until June 30, 2027, inclusive. During this time, enterprises will be able to complete technical adjustment and preparation for working with electronic stamps.
The adopted changes come into force on November 1, 2026. At the same time, the new deadline for returning paper stamps - January 1, 2028 - does not mean extending their use for new product labeling until that date.
As a reminder, on October 13, the Verkhovna Rada adopted a law to postpone the mandatory launch of eExcise from November 1, 2026, to July 1, 2027. The current decision of the Cabinet of Ministers aligns government regulations with the new legislative deadlines.
Previously, the State Tax Service also clarified the deadlines for mandatory registration of businesses in the eExcise system. For the majority of enterprises that already have the relevant licenses by the beginning of 2027, registration must be completed by April 1.
