Ukraine has imposed new sanctions on companies and individuals involved in the creation of the Russian satellite communication system "Rassvet", which Moscow plans to use in the war. A separate package of restrictions covered 39 vessels of Russia's shadow fleet that transport oil and other energy resources.

This was reported on October 30 by the Office of the President of Ukraine. Volodymyr Zelensky signed decrees No. 1072/2026 and No. 1073/2026, enacting the relevant decisions of the National Security and Defense Council of October 29.

The sanctions list related to the "Rassvet" project includes 10 companies and 19 citizens of Russia. The restrictions target enterprises involved in satellite development, equipment production, and technology supply for the new communication system.

Russia is attempting to create its own analogue of Starlink, which would provide satellite communication for military units. According to Ukrainian assessment, such a network could be used for troop control, missile guidance, and control of strike drones, including "Shaheds", in real time.

Among the sanctioned enterprises are "Bureau 1440", coordinating the development of the "Rassvet" system, "Labs 1440", specializing in solar panels for spacecraft, and "FAB Rassvet", developing low-orbit satellites and subscriber equipment.

The list also includes Belarusian enterprise "AeroCosmic Devices", Russian suppliers of electronics and industrial equipment "5S Group", "El-Optics", "Elesar-Group", as well as manufacturers of components and space technology.

Adviser - Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk emphasized that the "Rassvet" project depends on foreign technologies, equipment, and components. Therefore, Ukraine is trying to limit access to them already at the development stage of the satellite system and calls on international partners to impose similar sanctions.

The second sanctions package concerns 39 vessels that ensure the export of Russian oil, oil products, and gas condensate. According to the President's Office, they transport Russian energy resources to China, India, Egypt, Turkey, and other countries.

Of these vessels, 17 sail under the flag of Russia, the rest use flags of Barbados, Liberia, the Marshall Islands, Panama, Hong Kong, and several other jurisdictions.

As an example of the scale of such shipments, the President's Office cited the tanker Vasily Dinkov. In the first half of 2026 alone, it carried out 15 operations for transporting approximately 726,000 tons of Russian crude oil.

Some of the vessels are already under restrictions of the European Union, Great Britain, the USA, Canada, Switzerland, and Australia. Ukraine will transfer to partners information about the entire sanctions list to coordinate restrictions in various jurisdictions.

Earlier, on October 28, the Main Intelligence Directorate reported the discovery of 49 Russian and Belarusian enterprises involved in the creation of "Rassvet". According to intelligence data, at that time 23 of them were not under sanctions of any country of the international sanctions coalition. Ukraine's new decision became the next step toward limiting the activities of participants in this project.
