The Antimonopoly Committee of Ukraine has allowed the network operator UPG to lease 14 more fuel stations that previously operated under the ANP and Avias brands and belonged to the Privat group. Thus, the company continues to expand its presence on the Ukrainian fuel market.

The relevant decisions were made by the AMCU on October 29, as reported on its official website. Details regarding the number of fuel stations were published by the industry publication Enkorr.

The permits were obtained by PE "Ukpaletsystem", which manages the UPG network. The committee approved the acquisition of control over the assets of five companies by leasing them. In particular, the decisions concern:

  • LLC "Eurotrade Expo" — seven fuel stations;
  • LLC "Newport Holding" — three stations;
  • LLC "Albiland" — two stations;
  • LLC "Sirius Gold" — one station;
  • LLC "Ecotrade Company" — one station.

The official AMCU announcement does not disclose the specific assets covered by the permits. The addresses of the stations and the possible dates of their opening under the UPG brand are also not specified.

This is not the first time UPG has expanded at the expense of former Privat group stations. The company began actively obtaining permits to lease ANP and Avias stations as early as the summer of 2025. Since then, the Antimonopoly Committee has repeatedly approved the transfer of new batches of fuel station complexes to the operator.

According to Enkorr, prior to the latest AMCU decision, the committee had already allowed UPG to lease 552 former ANP and Avias stations. In addition, the regulator approved the acquisition of another 26 facilities.

With the new decisions, the number of fuel stations for which UPG has received lease permits has risen to 566. At the same time, this figure does not mean that all stations have already actually come under the operator's management or resumed operation.

The network expansion is accompanied by the gradual restoration and rebranding of the former stations. At the end of March 2026, UPG announced the launch of 200 such fuel station complexes in 17 regions of Ukraine and Kyiv. Before opening, the stations underwent technical inspection and preparation for operation in accordance with the new operator's standards.
