The State Border Guard Service of Ukraine denied information that former Prosecutor General Ruslan Kravchenko was allowed to go abroad after a phone call from Kyiv. The agency claims that at the time of crossing the border, there were no restrictions on his departure.
This was reported on October 30 by Andriy Demchenko, a representative of the State Border Guard Service, to Ukrinform, according to Ukrinform.
According to him, Kravchenko crossed the Ukrainian border on the night of September 14, 2026, through the Shehyni checkpoint in Lviv region. At that time, he still held the position of Prosecutor General.
During border control, Kravchenko presented documents on a business trip, which gave him a legal right to leave Ukraine.
When checking documents in the database, a special marker was indeed triggered, but it did not provide for a ban on crossing the border.
Demchenko explained that it was a directive from an authorized state body with the index "I" — informing. Such a marker obliges border guards to notify the relevant body about the crossing of the border by a specific person.
According to the established procedure, the initiator of the directive was immediately informed by phone about Kravchenko's departure. At the same time, no objections or additional restrictions were received from him.
The representative of the State Border Guard Service emphasized that authorized bodies can establish various types of directives, including a ban on departure, a search for a person, or the need for additional verification of the grounds for crossing the border.
However, in Kravchenko's case, there was only a requirement for notification.
"In this case, there was no ban, so the border guards acted accordingly," Demchenko emphasized.
The reason for the clarifications was an investigation by "Ukrainska Pravda", published on October 30. According to journalists' information, Kravchenko was initially not allowed to leave for Poland due to a marker in the border guards' database, allegedly related to NABU and SAPO.
Sources in law enforcement agencies claimed that Kravchenko's passport was taken and was not returned for a long time. Subsequently, according to their version, border guards received a call from Kyiv, after which the former Prosecutor General was allowed to continue the trip.
The State Border Guard Service rejects such an interpretation of events. The agency explains that the phone call was part of the standard notification procedure, not a reason to allow the departure.
The story of Kravchenko's border crossing is related to his resignation amid the anti-corruption operation "Carthage".
On September 7, he submitted a resignation letter from the post of Prosecutor General. Later, Kravchenko went on a business trip abroad, the term of which expired on September 18. However, he did not return to work on September 21.
On September 15, President Volodymyr Zelenskyy signed a decree on Kravchenko's dismissal from the post of Prosecutor General after the relevant decision of the Verkhovna Rada.
Earlier, "Kurs Ukrainy" reported that the Office of the Prosecutor General launched an internal investigation into the circumstances of his departure abroad. The check concerns compliance with established procedures and organization of the business trip.
Thus, border guards confirmed the fact of a special marker in the database but deny that it limited Kravchenko's right to leave Ukraine. At the same time, the statement of the State Border Guard Service is not a final conclusion regarding all circumstances of organizing his business trip.
