In Ukraine, the average accrued salary of employees of central executive authorities in September 2026 reached UAH 63.88 thousand, having increased by UAH 4.8 thousand over the year. At the same time, the total number of employees of state bodies continued to decline.
The Ministry of Finance of Ukraine reported this on November 2, updating data on salaries and the number of employees of state institutions for September 2026.
Compared to August, the average salary in central executive authorities increased by UAH 600. A month earlier, this indicator was UAH 63.28 thousand.
The Ministry of Finance explains that monthly indicators can fluctuate significantly due to additional payments. In particular, the calculation takes into account financial assistance for health improvement, compensation for unused vacation, severance pay upon dismissal, and other charges provided for by law.
The highest average salaries among central state bodies in September were recorded in the following institutions:
- National Commission for State Regulation of Energy and Public Utilities (NCRECP) — UAH 105.8 thousand;
- National Agency on Corruption Prevention (NACP) — UAH 99.5 thousand;
- Verkhovna Rada of Ukraine Secretariat — UAH 96.8 thousand;
- Ministry of Social Policy, Family and Unity of Ukraine — UAH 96.3 thousand;
- Antimonopoly Committee of Ukraine — UAH 94.3 thousand.
Thus, the average accruals to NCRECP employees were approximately 1.7 times higher than the average for central executive authorities.
Separately, the Ministry of Finance published information on judicial remuneration. The highest average in September was recorded in the Constitutional Court — UAH 586.9 thousand.
In other bodies of the judicial system, the average accruals of judicial remuneration were:
- Supreme Court — UAH 332 thousand;
- High Qualification Commission of Judges — UAH 296.3 thousand;
- High Council of Justice — UAH 293.3 thousand;
- High Anti-Corruption Court — UAH 290.3 thousand.
All amounts given are average accrued figures, not the salaries of specific managers or individual employees. They do not reflect the amounts actually received by employees after tax deductions.
At the same time, the Ministry of Finance reported a reduction in the number of employees of state bodies. In September 2026, 165.4 thousand people actually worked in them — 1.2 thousand fewer than a year earlier.
Of the total number of employees:
- 108.4 thousand worked in central state bodies and their territorial subdivisions;
- 23 thousand — in local state and military administrations;
- 34 thousand — in judicial authorities.
For comparison, in August 2026, the total number of employees of state bodies was 165.075 thousand people, which was 1.7 thousand less than the figure for the same period of the previous year.
The Ministry of Finance monthly updates an interactive analytical dashboard that allows monitoring the level of remuneration and the number of employees of state bodies, local administrations, and the judicial system.
