On the night of November 3, Russian troops launched massive strikes on Ukraine's critical infrastructure. Damage to energy facilities was recorded in Vinnytsia, Zhytomyr, Dnipropetrovsk, and Odesa regions. Large-scale power outages occurred in several regions, and in Kharkiv, heat supply and public transport were disrupted.
In Vinnytsia region, due to damage to energy facilities and power lines, most settlements in the region were left without electricity. This was reported by "Vinnytsiaoblenerho".
Hourly power outage schedules have been introduced in the region. Emergency crews are working to restore damaged networks, but air raid alerts and the threat of repeated strikes force repair work to be interrupted.
Energy workers urged consumers, after power is restored, not to turn on powerful electrical appliances simultaneously to avoid overloading the networks and new accidents.
In Zhytomyr region, as a result of the night attack, about 130 settlements, or more than 180,000 subscribers, were left without electricity. Such data as of the morning of November 3 was published by the head of the Zhytomyr Regional Military Administration Vitaliy Bunechko.
According to the State Emergency Service, the strikes caused fires at critical infrastructure facilities in two districts of the region. All ignitions were extinguished. No information about deaths or injuries has been received. Energy workers continue restoring power supply.
In the south of Odesa region, Russian troops again attacked a large DTEK energy facility. According to the company, the strike occurred almost at midnight, and the equipment damage was significant.
DTEK noted that the facility has been repeatedly attacked over the past two months. Restoration of the damaged equipment will take considerable time. Repair crews began work as soon as the security situation allowed.
Head of the Odesa Regional Military Administration Oleh Kiper confirmed that due to damage to the energy infrastructure, power supply interruptions occurred. In addition, administrative buildings, warehouses, and production premises of a food industry enterprise were damaged as a result of the Russian attacks. According to preliminary data, there are no dead or injured.
The day before, on November 2, DTEK also reported a strike on an energy facility in Odesa region. After that attack, power supply was partially restored to some consumers, but emergency work continued.
In Kharkiv, strikes on infrastructure facilities in the city and region led to a partial cessation of heat and hot water supply. The Kharkiv City Council reported that utility services are working to restore services.
Due to power supply interruptions, the work of public transport in the city is also disrupted. The movement of trolleybuses No. 13, 20, 34, and 57 has been temporarily suspended. Routes No. 13 and 34 are served by buses, and trams No. 16 and 16A operate on a changed route.
Kharkiv Metro warned passengers about possible deviations from the train schedule due to unstable voltage in the power grids.
Separately, Russian troops attacked a medical facility in the Nemyshlyanskyi district of Kharkiv. The strike hit the passage between the hospital buildings. Medical premises and adjacent residential buildings were damaged. 226 patients are being evacuated to other hospitals. According to the updated data from the Kharkiv Regional Prosecutor's Office, the number of injured increased to 73 people.
In Dnipropetrovsk region, critical infrastructure facilities in Dnipro and Kryvyi Rih district came under attack. This was reported by the head of the regional military administration Oleksandr Hanzha.
In Dnipro, in addition to infrastructure facilities, administrative and residential buildings were damaged. In Nikopol district, an enterprise, warehouse facility, and private house were damaged. In the Mykolaivska community of Synelnykove district, a fire broke out.
According to the regional military administration, during the night and morning, Russian troops attacked four districts of the region more than 20 times, using missiles and drones.
The number of wounded as a result of the morning attack on Dnipro increased to 15 people, three men are in serious condition. Another four people were injured in Nikopol district. A search and rescue operation is ongoing in Dnipro, complicated by the threat of repeated strikes.
The Ministry of Defense of the Russian Federation stated that during the massive attack, Russian troops struck energy facilities in Vinnytsia, Dnipropetrovsk, and Kharkiv regions of Ukraine. The Russian agency also claims that port infrastructure facilities in Odesa region were targeted.
At the same time, reports of the Russian Ministry of Defense about specific hit objects have no independent confirmation in full. Ukrainian regional administrations and energy companies confirmed infrastructure damage in several regions, but not all targets listed by the Russian side.
Emergency recovery works are ongoing. Their duration depends on the scale of damage and the security situation. Energy workers urge citizens to follow messages from local power grid operators about restoration of supply and possible changes in outage schedules.
