A woman who arrived by ambulance to a house with National Guard servicemen in Petropavlivska Borshchahivka and reported alleged illegal detention of people was detained. According to the head of the Presidential Office, Kyrylo Budanov, at least three days before the conflict she studied the object, and her phone contained correspondence with Telegram channels that later spread messages about the events.

Budanov said this during a conversation with journalists on November 3, TSN reports.

According to the head of the Presidential Office, the woman prepared in advance for her appearance near the building where servicemen of the National Guard of Ukraine were staying.

Budanov claims that she purchased an ambulance, put on the uniform of a medical worker, and, together with the driver, at least three days before the events of November 2, conducted surveillance of the facility.

According to him, the relevant actions were recorded, and during a check of the woman's phone, photographs and other materials related to the building were found.

The head of the President's Office also reported on the woman's correspondence with certain Telegram channels that later began to massively disseminate information about the situation in Petropavlivska Borshchahivka.

According to Budanov, the discovered materials may indicate prior preparation of actions that influenced the development of the conflict. At the same time, the woman's final motives have not yet been established.

The head of the President's Office did not rule out various versions - from personal motives and a desire to draw attention to possible monetary gain or actions with anti-state intent. However, he did not call any of these versions proven.

Answering journalists' questions, Budanov confirmed that the woman was detained.

At the same time, he did not specify under what legal basis the detention took place, whether she was notified of suspicion and what procedural status she has. There is currently no separate official announcement from law enforcement with these details.

Earlier, journalists from "Slidstvo.Info" found out that the ambulance that arrived in Petropavlivska Borshchahivka previously belonged to the company "Med-prestige".

According to company owner Mykhailo Furman, the private medical service ceased operations back in 2023, although the legal entity was not liquidated. The car that later appeared at the conflict site was sold in 2024.

Furman also stated that after the sale, the car was supposed to have the "Med-prestige" symbols removed, and the new owners did not receive the right to represent themselves on behalf of the company.

Journalists established the identity of the woman who called herself a representative of this medical service. At the same time, Budanov during a new comment did not name the detainee, so there is no official confirmation of her identity and procedural status.

The head of the Presidential Office also spoke about the situation he saw after arriving in Petropavlivska Borshchahivka on the evening of November 2.

According to his assessment, at about 21:00 there were about 500 people near the house. By that time, the conflict had already gotten out of control, and three cars near the building were damaged.

Budanov noted that the situation required immediate intervention by law enforcement. At the same time, he stressed that not all circumstances of the conflict can be explained solely by a possible provocation.

In his opinion, the events demonstrated a high level of social tension and the presence of problems that need to be addressed.

Separately, the head of the President's Office commented on the issue of medical care for people in the house. According to him, those who needed it were taken to hospital. At the same time, the majority of servicemen, as he claims, did not need medical help.

Budanov also reported that there was a minor inside the building who was provided with assistance. Later, his sister was contacted and she picked up the boy.

The circumstances of the minor's appearance in the house, according to the head of the President's Office, must be established by competent authorities.

Recall that on November 2, in Petropavlivska Borshchahivka, clashes broke out near a private house used for temporary accommodation of National Guard servicemen.

The conflict began after messages about alleged illegal detention and beating of people were spread on social media. Citizens gathered near the building, some of whom tried to get inside. During the clashes, shots were fired and service vehicles were damaged.

The National Guard explained that the premises were used for temporary accommodation of servicemen, including those returned after unauthorized leave of their military unit.

The command of the 1st Corps of the National Guard "Azov" previously confirmed that four servicemen had injuries and were sent to a medical facility. The circumstances of receiving these injuries are subject to verification.

As reported by "Kurs Ukrainy", the State Bureau of Investigation opened criminal proceedings under Part 5 of Article 426-1 of the Criminal Code of Ukraine - abuse of authority or official powers by a military official.

Investigators are checking the legality of the conditions of servicemen's stay in the house, reports of possible coercion against them, as well as the circumstances of the conflict. The existence of this proceeding in itself does not mean that the detained woman is a suspect in it.

Budanov said that the prosecutor's office, the SBI, the National Police, the Security Service of Ukraine and relevant units of the National Guard are involved in clarifying the circumstances.

The head of the President's Office emphasized that a legal assessment should be given to the actions of all parties to the conflict. He acknowledged that the issue of temporary accommodation of servicemen, especially under conditions of large-scale mobilization, requires systemic solutions.

According to Budanov, no party has the right to arbitrary actions - neither civilians nor representatives of law enforcement agencies. The final conclusions about a possible organized provocation, violations of servicemen's rights and the actions of participants in the clashes should be made by law enforcement agencies.
