Ukraine and international partners will hold a new round of talks in Brussels on November 4-5, dedicated to security guarantees and the country's post-war recovery plan. The consultations will take place at the level of negotiating teams ahead of the scheduled trilateral meeting of Ukraine, the US, and Russia in Abu Dhabi.
This was announced on November 3 by the head of the Foreign Intelligence Service of Ukraine, Rustem Umerov, on his Telegram channel.
The main topics of the talks will be mechanisms to ensure Ukraine's long-term security and preparations for an international plan to rebuild its economy after the war ends.
Representatives of Ukraine, the United States, European countries, and international organizations will take part in the discussion.
In particular, the European Commission confirmed that on November 4 it will host representatives of Ukraine, the US, France, Germany, the UK, NATO, and the World Bank at its headquarters.
As reported by "European Pravda" with reference to European Commission's chief spokesperson Paula Pinho, the upcoming meeting will be a continuation of consultations that previously took place between representatives of Ukraine and the US in Miami.
According to Pinho, the meeting will focus on post-war reconstruction and economic development of Ukraine. On the European Union's side, national security advisors will take part in the negotiations.
However, the European Commission has not yet announced the approval of a new funding package or specific amounts that may be allocated for reconstruction.
A separate topic will be the formation of security guarantees to ensure Ukraine's protection after a possible cessation of hostilities.
Earlier, NATO spokesperson Alison Hart confirmed that the Alliance will join consultations with representatives from the US, France, Germany, and the UK. According to her, the parties will discuss further steps needed to achieve a just and sustainable end to the war.
Meanwhile, President of Ukraine Volodymyr Zelenskyy on November 3 during a joint press conference with German Chancellor Friedrich Merz in Berlin confirmed the holding of negotiations in Brussels.
The President stressed that Ukraine coordinates its position with Germany and other European partners. Kyiv considers Europe's participation in discussions on future peace agreements essential, as they directly affect the security of the entire region.
Zelenskyy also said that Ukrainian and American sides continue to prepare for the next stage of the diplomatic process.
Trilateral talks between Ukraine, the US, and Russia are scheduled for November 10-11 in Abu Dhabi. The American side will mediate between the Ukrainian and Russian delegations.
According to previously presented plans by Washington, participants in the meeting in the United Arab Emirates intend to discuss security guarantees, de-escalation of hostilities, humanitarian issues, and further steps towards a peace agreement.
The Ukrainian side is also interested in halting strikes on energy infrastructure, ensuring safe navigation in the Black Sea, exchanging prisoners of war, and preparing for a possible meeting of the presidents of the three countries.
Thus, the Brussels consultations on November 4-5 will precede talks involving Russia. However, specific agreements on security guarantees and financing of post-war reconstruction following the upcoming meetings still need to be negotiated.
