The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have completed the pre-trial investigation within the framework of Operation "Midas" regarding a large-scale corruption scheme in the energy sector of Ukraine. According to the investigation, members of the criminal organization received kickbacks from contractors of state-owned enterprises, and hundreds of millions of dollars and euros passed through a money laundering system they created.

This was reported by NABU on November 4.

According to the circumstances established by the investigation, members of the organization systematically demanded from counterparties of "Energoatom" and other state-owned enterprises from 10% to 15% of the contract value. In fact, it was a kickback system that allowed them to receive illegal income from operations in the strategic energy sector.

To conceal the origin of funds, the scheme participants used a specially organized office through which they conducted financial transactions and laundered illegally obtained money.

According to NABU, during 2020-2025, more than 111 million US dollars and 12 million euros passed through this office.

Various financial instruments were used to launder funds, including cryptocurrency, securities, and a foreign investment fund. Some operations were international in nature.

NABU and SAP reported that they took measures to seize assets of the organization's participants both in Ukraine and abroad. At the same time, anti-corruption agencies continue to investigate other possible facts of corruption and money laundering in the energy sector.

We remind you that the criminal organization was exposed in November 2025 during the large-scale operation "Midas". At that time, NABU and SAP reported a scheme of influence on the activities of strategic state-owned enterprises, primarily "Energoatom".

After the initial exposure, the circle of suspects expanded. In particular, former Deputy Prime Minister of Ukraine and former Minister of Energy received suspicion notices.

The completion of the pre-trial investigation means the transition of the case to the next procedural stage. The materials of the proceedings are open for review by the defense. After this procedure is completed, prosecutors will be able to decide on sending the indictment to court.

However, the completion of the investigation does not mean that the suspects are guilty. Only a court can give a final legal assessment of their actions.
