President of Ukraine Volodymyr Zelensky instructed the government and law enforcement agencies to prepare measures to accelerate the restoration of electricity, heat and water supply after Russian attacks. Special attention should be paid to companies lagging behind in repair work, regardless of their form of ownership.
Zelensky reported this on November 4 following a conference call on the situation in the energy system.
According to the president, the government and law enforcement agencies must by the end of the day present a list of measures that will ensure effective cooperation with companies lagging in repairs and restoration of damaged infrastructure.
Zelensky stressed that state bodies, local authorities and enterprises providing the population with electricity, heat and water must work as quickly as possible. This requirement applies to both state and municipal, as well as private companies.
At the same time, the president did not specify which enterprises are meant and what measures are being considered. He did not mention inspections, sanctions, or opening criminal proceedings.
Zelensky estimated that the situation with electricity supply remains particularly difficult in Kyiv, where the population and enterprises face hours-long power and water outages.
Significant problems are also observed in Kyiv, Zhytomyr, Chernihiv, Sumy, Poltava, Kharkiv, Cherkasy and Vinnytsia regions. The president separately noted the difficult situation in Donetsk region due to hostilities and the presence of emergency outages in the southern regions.
According to the head of state, the restoration of energy facilities is complicated by repeated Russian strikes and long air raid alerts, due to which repair crews have to interrupt work.
Zelensky also reported on new agreements with international partners regarding energy support packages for Ukraine.
The president noted that reserves of necessary equipment for restoration work have already been formed. At the same time, due to constant attacks, they need to be promptly replenished.
The specific volumes of future assistance, its cost, composition of equipment and countries that will provide new support packages are not yet specified.
