Governor of the National Bank of Ukraine Andriy Pyshnyi stated that he has not submitted a resignation letter and does not intend to leave his post under political pressure. He reacted this way to reports from Members of Parliament about a potential vote on his dismissal appearing in the preliminary agenda of the Verkhovna Rada for the next plenary week.
Pyshnyi published the statement on his Facebook page.
"I have not written or submitted any resignation letter. I continue performing my duties and have no intention to leave my post under political pressure", emphasized the NBU Governor.
According to him, information about a possible dismissal emerged amid prolonged political pressure, manipulations, and a discrediting campaign. Pyshnyi believes that the situation concerns not only his personal tenure but also the independence of the central bank.
He reminded that the legislation provides for a seven-year term for the Governor of the NBU and establishes an exhaustive list of grounds for early dismissal.
According to Pyshnyi, these provisions are designed to protect the leadership of the regulator from political circumstances and to ensure the independence of monetary policy decisions.
The National Bank Governor also noted that over the past ten years he has become the fourth head of the regulator. In his opinion, such a turnover of heads raises questions about the effectiveness of legislative guarantees of the NBU's independence.
At the same time, Pyshnyi declared readiness to answer questions from the parliament and society about the results of his work, including difficult decisions taken during the war.
He stressed that the independence of the National Bank should not depend on the attitude of individual politicians to its decisions. Pyshnyi said he will personally announce the end of his term.
Earlier, Members of Parliament reported that the issue of the NBU Governor's dismissal appeared in the preliminary agenda of the Verkhovna Rada for the next plenary week.
In particular, MP Oleksiy Honcharenko said that the parliament may consider Pyshnyi's dismissal, but there is currently no presidential submission on this matter.
MP Yaroslav Zheleznyak clarified that the item has been included in the agenda for Thursday, November 12. It is listed as number 25 - the last among the issues planned for that day.
According to Zheleznyak, personnel issues are usually placed at the beginning of the plenary day, so such an arrangement may indicate uncertainty regarding possible consideration.
The MP also reported that his sources did not confirm that Pyshnyi had submitted a resignation letter.
According to Article 18 of the Law of Ukraine "On the National Bank of Ukraine", the Governor of the NBU is dismissed by the Verkhovna Rada upon the submission of the President. The grounds may be: expiration of the seven-year term, a written resignation letter accepted by the President, loss of Ukrainian citizenship or acquisition of a foreign one, moving abroad for permanent residence, provision of inaccurate information during appointment, failure to perform duties for more than four consecutive months, violation of legal requirements and restrictions related to the position, or violation of the rules for declaring contacts with oligarchs.
Thus, the mere appearance of the issue in the preliminary parliamentary agenda does not mean that a decision on dismissal has been made or that a vote will necessarily take place on November 12.
Currently, Pyshnyi continues to perform his duties as Governor of the National Bank of Ukraine.
