President of Ukraine Volodymyr Zelensky arrived in Madrid on a working visit on November 4. The main topics of the upcoming talks will be strengthening Ukrainian air defense, developing defense cooperation, and preparing new support packages for Ukraine.

The head of state announced this on social network X.

Zelensky called strengthening Ukrainian air defense the main priority of his visit to Spain. According to him, the parties also intend to discuss protecting the population from Russian strikes and expanding cooperation in the defense industry.

“Important meetings and talks lie ahead in Madrid. The first priority is strengthening air defense for Ukraine, protecting our people, developing defense cooperation and production. We are grateful to Spain for the assistance provided. We are preparing new steps in support,” wrote the president.

As reported by Spanish newspaper El País, Zelensky's visit takes place amid the Ibero-American summit, which will be held in Madrid on November 4–5.

During the trip, the Ukrainian president plans to hold talks with Spanish Prime Minister Pedro Sánchez and King Felipe VI. Contacts with other international leaders attending the summit are also expected.

Among the participants in the international meetings are UN Secretary-General António Guterres and President of the European Council António Costa. According to Spanish media, Zelensky intends to use the summit to strengthen Ukraine's dialogue with Latin American countries.

Spain remains one of Ukraine's European partners in defense assistance. During Zelensky's previous visit to Madrid in March 2026, Sánchez confirmed the intention to provide Ukraine with additional military support worth €1 billion over the year. The parties also announced agreements on developing joint arms production.

Separately, Zelensky announced new contacts with the American side, which are to take place in the coming days.

According to the president, Ukraine is coordinating its actions with international partners to achieve concrete results in security matters and further steps to end the war.

The visit to Spain followed Zelensky's trip to Germany on November 3, where he met with Chancellor Friedrich Merz and discussed strengthening Ukrainian air defense, energy support, and preparation for upcoming peace talks.

Trilateral talks between Ukraine, the United States, and Russia are scheduled for November 10–11 in Abu Dhabi. The main issues will be security guarantees, Ukraine's recovery, and possible measures to cease hostilities.

The concrete results of the Madrid talks and the content of the new aid packages were not announced at the time of the Ukrainian president's arrival.
