The Cabinet of Ministers of Ukraine approved monthly supplements of 30,000 hryvnias for workers restoring critical infrastructure facilities after Russian attacks. Payments will be provided to power engineers, utility workers, and railway workers from November 2026 until the end of the heating season.

Prime Minister Serhiy Koretskyi and First Deputy Prime Minister — Minister of Energy Denys Shmyhal reported this on November 4 in their Telegram channels and Telegram channels.

The amount of state assistance will be 30,000 hryvnias for each month of direct participation in emergency restoration work. The program will be in effect from November 2026 through March 2027 inclusive.

Who will be able to receive monthly supplements

According to the government's decision, additional financial support is provided for specialists directly involved in restoring damaged infrastructure facilities.

In particular, the following categories of workers will be able to receive payments:

  • power engineers restoring electricity supply;
  • employees of heat supply enterprises;
  • gas industry specialists;
  • employees of water supply and sewerage enterprises;
  • utility service workers;
  • railway workers involved in restoring public railway transport infrastructure.

Thus, the program covers not only the energy sector but also other critical systems ensuring the livelihoods of settlements.

The main condition for receiving assistance is the employee's direct participation in restoration work. The decision does not provide for automatic accrual of 30,000 hryvnias to all employees of the relevant enterprises regardless of their duties.

When will payments begin

According to Denys Shmyhal, the Ministry of Energy has developed a draft updated program to support repair crews, which has already received government approval.

The minister said that the first payments are planned to begin in November. State assistance will be accrued for months of participation in restoration work during the autumn-winter period.

The coordination of the pilot project will be ensured by the Ministry of Energy and the Ministry of Infrastructure of Ukraine.

The detailed procedure for forming recipient lists and transferring funds has not yet been disclosed in the published statements.

The amount of supplements increased compared to last winter

The program of additional support for emergency recovery crews was already in effect in Ukraine during the previous heating season.

In early 2026, the government set monthly payments of 20,000 hryvnias for specialists directly eliminating the consequences of Russian attacks on critical infrastructure.

In the new heating season, the supplement has been increased to 30,000 hryvnias per month.

Resuming the program was earlier instructed by President Volodymyr Zelenskyy. On November 2, he announced the need for additional financial incentives for power engineers and ensuring rotation of repair crews working in the most difficult conditions.

According to Serhiy Koretskyi, since August 2026, more than 2,000 hits on critical infrastructure facilities have been recorded. Russian troops continue to use hundreds of drones daily and also carry out missile strikes.

Due to constant damage, repair crews have to restore electricity, heating, water supply, and transport infrastructure operation in difficult conditions.

The government expects that monthly supplements will provide additional support to specialists directly involved in eliminating the consequences of Russian shelling.
