The German government has proposed allocating an additional 100 million euros to Ukraine for the restoration of critical infrastructure damaged by Russian attacks. The funds are planned to be directed to energy, water supply, and transport facilities, as well as preparing social institutions for winter.

Reuters reported on November 5, citing a letter from the German Finance Ministry sent to the Bundestag budget committee.

The additional 100 million euros are proposed to be allocated on top of the funds already provided for support to Ukraine in Germany's federal budget for 2026. The Finance Ministry explained the need for new spending by the deteriorating humanitarian situation due to Russian strikes.

The document notes that since July 2026, Russian forces have significantly intensified attacks on energy infrastructure, water supply systems, transport routes, logistics centers, and enterprises. Due to the damage, stable provision of basic utilities to the population is becoming increasingly difficult.

According to the German government's proposal, the funding is expected to be used for the following areas:

  • Procurement of equipment for decentralized energy supply, including generators and battery energy storage systems.
  • Repair of damaged energy and water supply infrastructure facilities, including in Kyiv.
  • Preparation of up to 2000 schools and kindergartens for winter.
  • Purchase of specialized equipment for the Ukrainian emergency service.
  • Support for Ukrainian agricultural enterprises.

The letter from the German Finance Ministry also states that since the beginning of the full-scale invasion, Ukraine has lost up to 80% of its electricity generation capacity. Russian attacks in October led to power outages in more than a third of Ukrainian regions.

The German ministry considers the additional spending unforeseeable, since when the 2026 budget was approved, it was impossible to assess the scale of the subsequent intensification of Russian attacks.

In September, Germany already provided 250 million euros in support for Ukraine through the Energy Support Fund. The new package is intended to complement the previously agreed funding.

For now, this is a budget proposal from the German government, sent for consideration by the parliamentary committee. Final approval of the additional spending and the timing of funds reaching Ukraine have not been announced.
