The High Anti-Corruption Court on November 5 considered the issue of choosing a measure of restraint for Vitaliy Rybalko, who appears in the NABU investigation under the pseudonym "Boxer." He is suspected of participating in a criminal organization linked to fraudulent call centers and violent crimes.

On the court hearing reported "Suspilne" citing its own correspondent in the courtroom.

The prosecution requested that Rybalko be taken into custody without the possibility of bail. The prosecution cited risks of the suspect fleeing and his possible connections with other members of the alleged criminal organization who could help him escape.

During the hearing, the prosecutor showed a video recording, in which, according to the investigation, Rybalko, together with other men, participated in an attack on a person. The prosecution claims that the participants in the attack assigned roles to each other in advance.

The investigation also has correspondence between Rybalko and the alleged organizer of the group concerning the attack.

The defense disputes the authenticity of the presented materials. The lawyer stated that the video could have been created using artificial intelligence, and the identities of the people shown in it cannot be reliably established. In addition, the defense considers the presented correspondence to have been distorted.

According to "Suspilne," another case against Rybalko is already being considered in the Shevchenkivskyi District Court of Kyiv, related to charges of extortion and illegal deprivation of liberty. Episodes of alleged robbery, extortion, and fraud are also being investigated.

Earlier, as part of the "Carthage" operation, NABU and SAP reported exposing a criminal organization whose participants, according to the investigation, provided cover for illegal business with the help of high-ranking law enforcement officials.

On the same day, HACC placed another defendant in the case in custody—Vladimir Tsenov, First Deputy Head of the National Police Strategic Investigations Department. For him, the court set an alternative bail of 15 million hryvnias.

At the same time, the published "Suspilne" material does not yet specify the final terms of the restraint measure for Rybalko. The guilt of the suspect has not been determined by the court.
