Ukraine and Slovakia agreed to expand cooperation in energy, transport, defense industry, and education. Following joint intergovernmental consultations in Lviv, Prime Ministers Serhiy Koretskyi and Robert Fico signed a declaration of cooperation and agreed on new measures to support Ukrainian infrastructure.
This was announced on November 5 by Prime Minister of Ukraine Serhiy Koretskyi on X.
One of the main results of the talks was Slovakia's decision to provide Ukraine with additional energy assistance worth 500,000 euros. These funds were used to purchase 54 generators, which are planned to be delivered by the end of November. The equipment is intended primarily for frontline regions experiencing problems with electricity supply after Russian attacks.
In addition, Slovakia decided to transfer three locomotives to Ukrzaliznytsia. According to Koretskyi, this assistance is especially important in the context of Russia's systematic strikes on Ukraine's transport and railway infrastructure.
Bratislava will also allocate 300,000 euros to the international coalition for the construction of civil shelters and another 200,000 euros for medical equipment for Ukrainian hospitals. The Slovak side is preparing the 15th package of non-lethal assistance.
A separate area of negotiations was the restoration of energy infrastructure. Ukraine and Slovakia plan to conclude a framework agreement on financial cooperation, which will allow launching restoration projects within the European Ukraine Investment Framework with a total value of over 100 million euros.
According to Suspilne, the signing of the framework agreement is planned by the end of November. Thus, this concerns the preparation of investment projects, not funds already received by Ukraine.
The parties also discussed the possibility of resuming emergency electricity imports from Slovakia. Koretskyi expressed hope that Fico would soon present a final decision on this issue.
In the energy sector, the governments intend to accelerate the construction of new interstate electrical connections and expand cooperation in the oil and gas industry, including the transportation of oil and petroleum products. Concrete decisions on these directions are still being prepared.
In the transport sector, Ukraine and Slovakia agreed to work on modernizing border infrastructure, expanding the throughput capacity of crossings, and implementing the electronic queue system "eCherha". In addition, the parties are considering the possibility of organizing joint border control, which should simplify the movement of passengers and goods.
Following the talks, an intergovernmental agreement was also signed on the creation of two bilingual educational institutions: a Ukrainian-English gymnasium in Bratislava and a Slovak-English gymnasium in Kyiv. They are planned to start operating from the next academic year.
The ministries of education of both countries also concluded a memorandum of cooperation in training specialists, scientific research, and developing human resources for the nuclear industry.
In the defense sector, the governments discussed the development of joint projects within the European SAFE mechanism. Koretskyi named joint production of engineering equipment as one of the promising areas.
Slovakia also announced its intention to join the International Coalition for the Return of Ukrainian Children.
During the meeting, Ukraine's European integration was also discussed. Kyiv counts on Bratislava's support in opening the remaining negotiation clusters on EU accession and promoting the European Union's macro-regional strategy for the Carpathian region.
According to Slovak agency TASR, Robert Fico stated that the results of the intergovernmental consultations will be formalized as specific tasks for ministries with defined deadlines.
The meeting in Lviv was the fourth round of joint consultations between the governments of Ukraine and Slovakia since the start of the full-scale Russian invasion. Previous talks were held in Michalovce, Uzhhorod, and Košice.
