Representatives of Ukraine, the United States, the United Kingdom, France, Germany and NATO held talks in Brussels on future security guarantees for Ukraine. The parties also considered approaches to shaping a new European security strategy after the war ends.

Rustem Umerov, head of the Foreign Intelligence Service of Ukraine, who is participating in the negotiation process, announced this on November 5.

The main topic of the meeting was determining mechanisms through which the United States and European partners can ensure Ukraine's long-term security.

"Together with representatives of France, the United Kingdom, Germany, the United States and NATO, we discussed what guarantees for Ukraine should be from the United States and other partners, as well as a new European security strategy," — Umerov said.

He emphasized that the Ukrainian side is interested in establishing effective protection mechanisms, not just political commitments from allies.

"For Ukraine, it is important that security guarantees are not a political declaration, but a truly working system," — the head of the Foreign Intelligence Service noted.

According to Umerov, negotiations are ongoing. The parties intend to disclose details of the discussions and further steps later. No agreement on a final security guarantee model or signing of relevant documents has been reported yet.

NATO confirmed that consultations were held at the Alliance's headquarters. Allison Hart, a spokesperson for the organization, explained that the talks are taking place at a working level and continue discussions previously held in Miami and Oslo.

According to her, the participants are considering further steps to achieve a just and lasting end to Russia's war against Ukraine.

The current meeting is a continuation of two-day consultations that began in Brussels on November 4. The day before, the Ukrainian delegation discussed with international partners the Prosperity Plan for Ukraine, which is intended to define mechanisms for post-war recovery and attracting investment.

Special attention was paid to financing Ukraine in 2027. The Ukrainian side presented calculations of future financial needs, expected deficit and possible sources to cover it.

Umerov previously noted that security guarantees, economic recovery and long-term development of Ukraine should become interconnected elements of a single plan. In his assessment, without ensuring Ukraine's sustainable security, it is impossible to create a reliable security system for all of Europe.

The talks in Brussels are taking place on the eve of a trilateral meeting of representatives of Ukraine, the United States and Russia scheduled for November 10–11 in Abu Dhabi. It is expected that its participants will discuss further steps to end the war.
