The Lithuanian government has allocated an additional €12.3 million for the social support of Ukrainians who have found refuge in the country due to the Russian invasion. The funds will be directed to finance child benefits, rental assistance, social programs, and compensation for utility expenses.
The decision was made on November 4. This was reported by Lithuanian media outlets Delfi and Lrytas, citing information from the country's Ministry of Finance.
The bulk of the allocated amount - approximately €12.1 million - is intended to reimburse expenses for supporting Ukrainian refugees incurred in July-September 2026.
Specifically, the government has provided for:
- almost €6.7 million - for child benefits;
- about €1.8 million - for social benefits and assistance;
- €1.5 million - for rental support;
- almost €1.1 million - for social benefits and compensation for heating and water supply costs.
Another €213 thousand will be directed to cover expenses planned for October-November. This includes social security for unaccompanied minor Ukrainians, one-time payments for housing setup, and compensation for pre-school education costs for children.
The Lithuanian Ministry of Finance explained that additional funds were needed due to the difficulty in forecasting the costs of supporting Ukrainians during the preparation of the state budget.
At the same time, the decision does not introduce new universal benefits for all Ukrainian refugees. It primarily concerns the financing of existing social support programs and reimbursement of previously incurred expenses.
Overall, the Lithuanian government approved the allocation of over €42.4 million from borrowed state funds at the meeting. In addition to supporting Ukrainians, €30.1 million was allocated for November compensation for individual assistance expenses for people with disabilities. This program applies to relevant categories of the population of Lithuania in general, not exclusively Ukrainian refugees.
According to the Lithuanian Ministry of Social Security and Labour, Ukrainians who have received temporary protection can claim social assistance provided by law. This includes child benefits, partial rent compensation, support for low-income families, and payment for utilities.
Eligibility for specific benefits depends on status, income, and other established conditions. Ukrainians can apply for this assistance to local self-government bodies at their place of residence.
