The Kyiv City Prosecutor's Office has refuted the KMDA's information about conducting searches in the office premises of the municipal enterprise "Kyivteploenergo" and seizing documentation necessary for the implementation of the capital's Energy Resilience Plan. According to law enforcement, investigative actions on November 6 were carried out exclusively in the residences of employees of the municipal enterprise and contracting organizations as part of an investigation into possible embezzlement of budget funds.
The corresponding clarification was published by the press service of the Kyiv City Prosecutor's Office on November 6 following the report from the Kyiv City State Administration about searches at the enterprise.
"The capital's law enforcement officers on November 6, 2026 are not conducting and have not conducted investigative actions in the premises of the municipal enterprise "Kyivteploenergo" and have not seized documents necessary for the start of work within the Kyiv City Resilience Plan," the prosecutor's office emphasized.
Law enforcement directly stated that the information spread on the KMDA website does not correspond to reality.
According to the prosecutor's office, the searches were carried out on the basis of court rulings in the residences of two "Kyivteploenergo" employees, as well as employees of contracting organizations.
The investigation is checking possible embezzlement of budget funds through overstating the cost of materials during construction work.
This involves contracts concluded in 2024, as well as agreements signed in March 2026.
The prosecutor's office clarified that for some works, acceptance certificates have already been signed and corresponding payments made.
In addition, according to law enforcement, as part of the proceedings they are checking facts of transferring received budget funds to the accounts of individual entrepreneurs whom the investigation considers controlled by participants in a possible scheme.
Specific amounts of alleged damages, list of contractors, and contract values are not provided in the prosecutor's office communication.
Documents were not seized, no threat to heating start-up - prosecutor's office
Separately, law enforcement emphasized that during the searches in the residences of "Kyivteploenergo" employees, no documents were seized.
Thus, the prosecutor's office denied information about possible seizure of design and estimate documentation necessary for creating new backup power facilities and distributed cogeneration in the capital.
"The investigative actions carried out at the residences of the mentioned persons do not affect and cannot affect the start of heating in Kyiv residents' apartments," the prosecutor's office stated.
The pre-trial investigation is being conducted by the Main Directorate of the National Police in Kyiv with operational support from the capital's Strategic Investigations Department of the National Police's Strategic Investigations Department. Procedural guidance is provided by the Kyiv City Prosecutor's Office.
Earlier KMDA claimed possible political pressure
Recall that earlier on November 6, the Kyiv City State Administration reported that investigative actions are being conducted at "Kyivteploenergo" which may be accompanied by the seizure of original documents for the implementation of projects under the capital's Energy Resilience Plan.
According to the enterprise, this involved documentation for the creation of backup power facilities and distributed cogeneration, particularly for consumers in Holosiivskyi, Desnianskyi and other districts of Kyiv.
"Kyivteploenergo" claimed that the relevant design works have not yet been paid for: acceptance certificates were not signed, and funds were not transferred for them.
Enterprise representatives suggested that the investigative actions may indicate political pressure and expressed concern about possible obstacles to the implementation of important energy projects.
At the same time, the prosecutor's office reported that the investigation concerns contracts from 2024 and March 2026, for some of which payments have already been made. From the statements of both parties it is currently impossible to establish whether the same works referred to by the municipal enterprise are involved.
Thus, the KMDA and the Kyiv City Prosecutor's Office have published significantly different versions of the circumstances of the investigative actions, their subject and possible consequences for the capital's energy projects.
Currently, there is no confirmation that the searches of November 6 led to the seizure of documentation, the stoppage of construction of backup energy supply facilities or delays in the start of heating.
The prosecutor's office also did not report serving notices of suspicion as a result of that day's searches. Circumstances of possible overstatement of building materials cost and use of budget funds are being checked within the pre-trial investigation.
