Ukraine has determined further retaliatory actions in response to Russian strikes on energy, transport, and communal infrastructure. Ukrainian forces will continue long-range operations against the Russian oil refining industry, as Moscow has refused the de-escalation measures proposed by partners.
President Volodymyr Zelensky announced this on November 6 in his official Telegram channel following a report on the results of Ukrainian long-range strikes.
According to the head of state, the operation against Russia's oil refining industry continues in response to systematic attacks by Russian troops on Ukrainian energy facilities.
Zelensky noted that power plants, energy networks, heating, water supply, and civilian logistics facilities are under constant attacks by Russian missiles and drones.
The President emphasized that the Russian side does not change the nature of its attacks and has refused steps to reduce the intensity of strikes that were previously discussed with international partners.
"The Russians do not change the nature of their aggressive activity, have refused the de-escalation steps that partners talked about, and are counting on further strikes. We have determined our next responses," Zelensky said.
However, the president did not specify what exact retaliatory actions are planned, nor did he name the timing of their implementation.
Separately, the head of state thanked the units of the Defense and Security Forces of Ukraine for the results of long-range operations against Russian targets and the systematic nature of their conduct.
Zelensky also stated that Ukraine remains interested in ending the war as soon as possible, but real negotiations require increased pressure on Russia.
As an example of the possibility of ceasing hostilities, the president cited the humanitarian operation in the occupied town of Oleshky in the Kherson region. According to him, this operation demonstrated that if the Russian leadership makes the appropriate decision, it is possible to ensure a cessation of strikes.
"Ukraine does not need to be convinced that peace is needed as soon as possible. We want this. Russia needs to decide that the time of war is exhausted," the head of state emphasized.
The President called Ukrainian long-range strikes, medium-range operations, and international pressure on Russia tools that, in his assessment, can create conditions for meaningful peace negotiations.
Thus, Kyiv intends to continue military and diplomatic pressure on Moscow, while maintaining readiness for negotiations to end the war.
