On November 7, the Restoration Agency reported that engineering protection work has already begun at seven of the nine Kyivvodokanal facilities. The statement came after accusations by Autostrada founder Maksym Shkil: the entrepreneur claims that the company suspended its work at the direction of the agency's management.
According to agency head Ivan Fedorov, work at the two remaining facilities will begin in the near future. In a published message from the agency, it is stated that at least seven contracting companies are planned to be involved in protecting the nine facilities.
The dispute concerns infrastructure on which the capital's water supply depends. For example, on November 5, Kyivvodokanal reported interruptions in all districts of Kyiv due to emergency power outages at facilities. On the morning of November 6, the company announced that pumping stations had returned to normal operation. There is no confirmation linking these interruptions to the contractor-agency conflict.
Fedorov said that about two months before the current statement, the agency surveyed contractors about their readiness to begin protecting water utility facilities. According to him, Autostrada refused to participate at that time.
Shkil, for his part, speaks of a task received in October. As reported by Censor.NET, citing his statement, the company was to urgently begin protective work. The entrepreneur claims that Autostrada started work without contracts and confirmed funding: it engaged designers, began engineering surveys, and mobilized production units.
According to Shkil, on November 4 the company received a verbal instruction to stop the work. At a meeting with Fedorov on November 5, Autostrada's management, as the entrepreneur claims, received confirmation of this decision. By the end of the same day, the company suspended project implementation and withdrew workers from the sites.
The parties' statements refer to different stages: the agency speaks of a preliminary survey of contractors about two months earlier, while Shkil speaks of a task in October and subsequent instructions in November. The published messages do not allow independently reconstructing all the agreements between them.
Shkil also suggested that the work might be transferred to companies from Zaporizhzhia. Fedorov rejected this assumption: the agency's response directly states that the information about engaging Zaporizhzhia companies is untrue. There is no documentary confirmation of the alleged redistribution of contracts in the provided messages.
The overall budget, full list of contractors, and specific deadlines for completing the protection of all nine facilities are not mentioned in the published agency response. Autostrada's statement about suspending its work does not confirm the halting of the entire project: the agency reports that work has begun at seven facilities.
