Businesses in the combat zone eased rules for hiring people with disabilities

The Cabinet of Ministers of Ukraine has eased requirements for employers whose employees work directly in territories of active hostilities. The changes relate to calculating the quota of jobs for hiring people with disabilities and the associated mandatory contribution.

As reported by the Ministry of Social Policy, when calculating the quota, employees who perform labor or official duties directly in territories of active hostilities will no longer be counted.

This will allow enterprises continuing to operate in frontline regions not to pay the contribution to support the employment of people with disabilities for relevant jobs.

The Ministry of Social Policy explained the decision as the need to support businesses that maintain activity and jobs under constant Russian shelling.

From 2026, a new mechanism for fulfilling the quota for employing people with disabilities is in effect in Ukraine. It applies to employers with eight or more employees. If the established number of jobs is not ensured, the employer must pay a special targeted contribution.

Now, when determining the number of employees from which this quota is calculated, staff units with work directly in territories of active hostilities will be excluded. Accordingly, for such enterprises, both the quota itself and the amount of potential contribution may decrease.

The relaxation will be in effect during martial law and for three months after its end.

At the same time, the new rules do not cancel the general system of supporting the employment of people with disabilities for other employers. The changes concern specifically the calculation of indicators for enterprises and organizations whose employees work directly in the zone of active hostilities.
