Ukrainians' utility debts decreased to 104.2 billion UAH
As of June 30, 2026, Ukrainians' debt for housing and communal services amounted to 104.2 billion UAH. Since the beginning of the year, the total debt has decreased by 9.2 billion UAH — at the start of 2026 it reached 113.4 billion UAH.
This is according to data from the State Statistics Service of Ukraine.
In the second quarter, households were charged 53.5 billion UAH for housing and communal services, while Ukrainians actually paid 67.1 billion UAH. Thus, the payment rate reached 125.4% of the charges for the quarter.
For which services do Ukrainians owe the most
The largest debt remains for heating and hot water — 33.8 billion UAH. In second place is the supply and distribution of natural gas with a debt of 29.1 billion UAH.
Another 17.3 billion UAH is owed for electricity. For centralized water supply and sewerage, the amount of unpaid bills totaled 10.5 billion UAH.
The structure of household debt at the end of June was as follows:
- thermal energy and hot water — 33.8 billion UAH;
- supply and distribution of natural gas — 29.1 billion UAH;
- electricity — 17.3 billion UAH;
- water supply and sewerage — 10.5 billion UAH;
- management of apartment buildings — 10.1 billion UAH;
- household waste management — 3.4 billion UAH.
In the quarter, Ukrainians paid more than they were charged
The high payment rate in the second quarter means that household payments were 13.6 billion UAH more than the current charges for April–June. Payment indicators can also be influenced by settlements of debts formed in previous periods.
For comparison, at the beginning of 2026, the total household debt for utility services was 113.4 billion UAH. Thus, in the first half of the year, the amount of unpaid bills decreased, but it still exceeds 100 billion UAH.
At the same time, almost two-thirds of the entire debt comes from just two categories — heat and hot water, as well as gas.
The State Statistics Service updated data on household payments for housing and communal services on August 26. According to official statistics, in the second quarter the payment rate was 125.4% compared to the amounts charged for that period.
