NBU fines Ukrgasbank and four financial institutions over 50 million UAH
In August 2026, the National Bank fined state-owned Ukrgasbank and four non-bank financial institutions for violations of financial monitoring legislation. The total amount of fines exceeded 50 million UAH.
The National Bank of Ukraine reported this.
The largest fine was imposed on PJSC "IC "USG" - 30.77 million UAH. In addition, the insurance company received a written warning.
The National Bank fined JSB "Ukrgasbank" 17.6 million UAH. The regulator found violations of requirements for applying a risk-based approach, proper customer due diligence, and enhanced due diligence measures for high-risk customers.
The NBU also pointed out the bank's failure to take, within the set timeframe, the measures prescribed by the regulator regarding some customers with whom business relations were established earlier, and inadequate provision of information and documents in response to National Bank requests.
The largest fine was imposed on an insurance company
PJSC "IC "USG" was fined 30,765,792 UAH for improper organization and conduct of initial financial monitoring.
Among the violations established, the NBU named inadequate customer due diligence, deficiencies in applying the risk-based approach, violations in dealing with politically exposed persons and related persons, as well as improper submission of information to the regulator.
Separately, the insurer received a written warning for violating the procedure for generating statistical reporting on financial monitoring issues.
Three other institutions received smaller fines
The National Bank fined LLC "Max Credit" 1.084 million UAH. The regulator found shortcomings in the organization of initial financial monitoring, customer due diligence, updating internal documents, and providing information to the NBU.
LLC "FC "Goal" received a fine of 391 thousand UAH. Among the violations were improper provision of documents to the regulator, deficiencies in internal procedures, risk-based approach, internal audits, and statistical reporting.
PrJSC "Zaporizhzv'yazokservis" was fined 255 thousand UAH. The NBU found violations in the development and implementation of internal documents on financial monitoring, conducting proper customer due diligence, and applying the risk-based approach.
Thus, the total amount of fines imposed by the National Bank on five institutions in August amounts to about 50.1 million UAH. Almost 97% of this amount fell on Ukrgasbank and the insurance company "USG".
