Cabinet returns Road Fund to draft budget-2027: how much will be spent

The government plans to partially restore the State Road Fund in 2027, financing for which has in recent years been redirected to other budget needs because of the war. The draft state budget provides 52.8 billion hryvnias for it.

These parameters are contained in the draft state budget of Ukraine for 2027, which the Cabinet of Ministers submitted to the Verkhovna Rada on September 15 under No. 16000.

The Road Fund is proposed to be restored at the level of 25% of the amount of its financing provided for by legislation. The funds are planned to be used for servicing road debts, maintaining the existing network, and developing state and local roads.

Out of the total amount, 10.1 billion hryvnias are allocated for fulfilling debt obligations on borrowings previously attracted for the development of the network of public highways.

Another 34.2 billion hryvnias are proposed to be directed directly to the maintenance and development of roads of state importance. This is the largest expenditure item of the restored Road Fund.

For local roads, 8.5 billion hryvnias are provided. These funds should be transferred to local budgets as a subvention and used for the maintenance and development of local roads, as well as streets and roads of communal property in settlements.

The State Road Fund was created as a separate source of stable financing for road infrastructure. The main part of its revenues was traditionally formed from receipts related to excise taxes on fuel and transport.

After the start of the full-scale war, the approach to road financing changed. From 2024, revenues that were supposed to be directed to the Road Fund were transferred to the general fund of the state budget to increase possibilities for financing defense.

In the spring of 2026, the head of the State Agency for Restoration, Serhiy Sukhomlyn, stated that the agency hopes to restore the Road Fund at least partially. According to him, the absence of a stable source of financing has complicated the planned maintenance of the road network, the condition of which has significantly worsened after several war winters.

At that time, the option of restoring the fund precisely at the level of 25% was also discussed, using the money primarily for operational maintenance of roads.

The 52.8 billion hryvnias currently provided are parameters of the draft budget. The amounts may change during consideration of the bill in the Verkhovna Rada.
