The National Commission has changed the rules for disconnecting electricity for debts: some consumers will not have to pay for reconnection

The National Commission for State Regulation of Energy and Utilities has changed the payment rules for disconnection and reconnection of electricity. Some household consumers who were disconnected due to debts will not have to compensate the cost of these works.

The relevant resolution was adopted by NEURC on September 24. The changes are intended to unify the procedure for determining the cost of disconnection and restoration of power supply.

In particular, a household consumer will not reimburse the costs of disconnection and reconnection if at the time of issuing the warning their electricity debt was less than half of the subsistence minimum for able-bodied persons. In 2026, this subsistence minimum is 3,328 UAH, so it concerns debts of less than 1,664 UAH.

A separate situation is regulated where, after disconnection, the operator updates consumption based on actual meter readings. If after such adjustment it turns out that the actual debt at the time of disconnection was less than 1,664 UAH, the costs of disconnection and reconnection will be borne by the system operator, not the consumer.

The consumer will also not pay for these works if the power supply was cut off in violation of the procedure established by the rules. In such a case, restoration of electricity supply must be carried out without charging the cost of disconnection and reconnection.

After eliminating the reason for disconnection, power supply must be restored within three working days in cities and five working days in rural areas. If the works were initiated by the supplier, the invoice for their cost must be provided to the consumer within one working day after their request for restoration of supply.

The new rules also oblige operators, if technically possible, to choose the least complex and cheapest method of disconnection. The cost of such works cannot exceed the amount calculated under the uniform methodology of NEURC, and operators must publish the list of works and their prices on their websites.

In addition, during disconnection, the operator must draw up a report with the date, time, method of performance and actual meter readings, if available. If the consumer is not on site or refuses to sign the report, the document must be sent to them within three working days.
