Employee reservation brought the budget more than UAH 157 billion — Ministry of Economy

The current reservation system for liable-for-military-service employees has brought the state budget and the Pension Fund over UAH 157 billion in additional revenues. One of the key factors was the increase in official salaries at enterprises recognized as critically important.

This was stated by Minister of Economy and Environment Oleksandr Kravchenko in an interview with Forbes Ukraine.

According to the minister, over two years, the salary criterion required to obtain and maintain employee reservations contributed to an increase in the average official salary at critically important enterprises from UAH 14.2 thousand to UAH 26 thousand.

Kravchenko noted that it was precisely the increase in official salaries and related payments that provided the budget with over UAH 157 billion, including through additional revenues to the Pension Fund.

Currently, about 1.4 million people have an active reservation from mobilization. Most of these workers are employed in sectors that the Ministry of Economy considers key for the resilience of the Ukrainian economy.

The processing industry accounts for about 20% of all reserved workers. Another 12% work in transport and logistics, 10% in trade, 9% in energy, and 8% in agriculture.

The Ministry of Economy attributes differences between sectors to the number of operating enterprises, their location and proximity to combat zones, as well as the ratio of men to women among employees.

In the summer, the authorities conducted a regular review of the critically important enterprise status. As a result, about 15% of companies could not confirm compliance with the established requirements. Despite this, according to Kravchenko, the total number of reserved workers recovered fairly quickly after the review.

The minister also reported that during periods of mass loss of reservation, only a small percentage of workers who temporarily lost their deferment were actually mobilized.

In July, the Ministry of Economy tightened one of the criteria for critically important enterprises. The requirement for the average employee salary was raised from UAH 21,618 to UAH 25,941, which corresponds to three minimum salaries.

Since December 2024, employee reservations have been carried out electronically through the Diia portal. At that time, the number of reserved workers was about 1.3 million people, whereas now this figure has grown to approximately 1.4 million.
