A record number of amendments to the 2027 budget were registered in the Rada

People's deputies submitted 5,236 proposals and amendments to the draft state budget of Ukraine for 2027. This is the largest number in at least the last 24 years, said the head of the budget committee of the Verkhovna Rada, Roksolana Pidlasa.

According to her, about two-thirds of the received proposals can be attributed to "legislative spam." In particular, this refers to numerous technical or same-type amendments that do not propose a real change in budget policy, but require separate consideration by the committee.

Pidlasa previously noted that the spread of artificial intelligence tools has significantly simplified the mass preparation of amendments. According to her, if earlier deputies' assistants needed a lot of time to create hundreds of same-type proposals, now such arrays can be formed in a matter of minutes with the help of AI.

The number of budget amendments has been growing for several years. To the draft state budget for 2026, deputies submitted 3,339 proposals — then it was a record for the previous 19 years. For their potential consideration, according to a preliminary estimate of the budget committee, an additional about 7 trillion UAH would be needed.

At the same time, the parliamentary regulations require that proposals to increase expenditures or reduce budget revenues contain sources of compensation. Amendments that increase expenditures must simultaneously provide for a reduction in other expenditures or additional revenues.

The deadline for submitting proposals to the draft budget for 2027 ended on October 1. Amendments received later, according to the regulations of the Verkhovna Rada, should not be considered.

Now the budget committee must process the deputies' proposals and prepare its conclusions for the first reading of the draft. According to the established procedure, the committee must do this no later than October 15, and the Verkhovna Rada must consider the draft state budget in the first reading no later than October 20.

The government registered the draft state budget for 2027 in parliament on September 15. Total state expenditures in it exceed 8 trillion UAH, with the largest item remaining security and defense.
