The Ministry of Justice of Ukraine has launched an AI assistant "Lexa", which helps citizens obtain information about 176 government services. With the new service, users can find out what documents need to be prepared, where to apply, and in what order to go through state procedures.

This was reported on November 3 by the Ministry of Justice of Ukraine.

The AI assistant works directly on the official website of the Ministry of Justice and provides step-by-step instructions for government services. In particular, it helps find information about:

  • registration of a child's birth and marriage;
  • name change;
  • inheritance processing;
  • registration of property rights;
  • other registration actions and services of the Ministry of Justice.

The user can ask a question in the chat and get an explanation about the necessary documents, the sequence of actions, and the location of official forms and registries.

Where to find the AI assistant "Lexa"

To use the service, go to the official website of the Ministry of Justice of Ukraine. The "Lexa" widget is located in the lower right corner of the page.

After opening the chat, the user can formulate their question about the required government service. For example, clarify the list of documents for marriage registration or the procedure for registering an inheritance.

The service is intended for searching and explaining information, not for independently performing registration actions or making decisions of state bodies.

Where does the artificial intelligence get information from

According to the Ministry of Justice, "Lexa" answers are formed exclusively on the basis of the ministry's verified information base. It contains regulatory documents and descriptions of government services.

The information base was prepared by the ministry's specialists. It is planned to update it in accordance with changes in legislation and administrative procedures.

An important feature of the service is limited access to information: the assistant does not access external information resources and does not request users' personal data.

However, the Ministry of Justice emphasizes that "Lexa" does not replace professional legal advice. It does not assess individual legal situations and does not provide ready-made legal conclusions that can be used to make legally significant decisions.

Therefore, in complex cases, especially when there is a legal dispute, users may need to contact an appropriate specialist.

Who developed the new service

The creation and implementation of "Lexa" was carried out by the team of the Ukrainian technology startup OBRIY.ai.

The developer was selected by an independent expert council based on the results of an open competition within the GovTech Lab Ukraine program, implemented by the Global Government Technology Centre Kyiv.

According to the Ministry of Justice, the development was financed without attracting state budget funds.

The project was implemented with the assistance of the Ministry of Digital Transformation of Ukraine, the World Economic Forum, and with the support of Switzerland within the EGAP program implemented by the East Europe Foundation.

The Ministry of Justice expects that the digital assistant will help reduce the number of typical requests to the ministry's staff. This will allow specialists to devote more time to more complex requests from citizens.
