On November 4, the Verkhovna Rada Committee on Finance, Tax and Customs Policy supported draft law No. 10225-d, which provides for the regulation of the virtual assets market in Ukraine. The document was recommended for adoption in the second reading and as a whole. The final vote in parliament is planned to be held by the end of November.

This was reported by People's Deputy Yaroslav Zheleznyak, who heads the working group for the preparation of the draft law, on his Telegram channel. According to him, the decision was supported by 20 members of the parliamentary committee.

The draft law was prepared for about three years. Its final version has 264 pages, and the comparative table with amendments has 1,301 pages.

Zheleznyak noted that the preparation of the document was one of the most difficult legislative processes in his career. In developing the regulation, deputies oriented themselves on the practice of the European Union.

Cryptocurrency taxes and new rules for exchanges

Draft law No. 10225-d provides for comprehensive regulation of operations with virtual assets, including taxation of investor income, the activities of cryptocurrency exchanges, and user protection.

According to the proposed norms, income from the sale of cryptocurrency will be taxed as investment profit — the difference between the purchase and sale price of the asset. The general rate provides for an 18% personal income tax and a 5% military levy.

At the same time, the draft law provides for several exceptions:

  • exchanging one cryptocurrency for another will not be taxed;
  • profits from virtual asset operations within one minimum wage will be exempt from taxation;
  • virtual asset operations will not be subject to VAT;
  • for assets acquired before the law enters into force, a transitional period until the end of 2028 is provided with a reduced personal income tax rate of 5%.

Regulation of the cryptocurrency market is planned to be distributed between the National Securities and Stock Market Commission and the National Bank of Ukraine. The latter will exercise supervision within its powers, in particular regarding electronic money and currency regulation.

Mandatory authorization is being introduced for cryptocurrency exchanges, digital asset custody companies, and other service providers. Requirements are also provided for the storage of client funds, handling complaints, protecting user rights, and verifying the origin of money.

The chairman of the Verkhovna Rada's finance committee, Danylo Hetmantsev, noted that transparent requirements for market participants and the separation of client and company assets should increase trust in cryptocurrency services.

When the new rules will take effect in Ukraine

In the event of final adoption of the draft law, the new rules for regulating the cryptocurrency market should enter into force on July 1, 2027.

The document already passed the first reading in the Verkhovna Rada on September 3, 2025. Then it was supported by 246 people's deputies. After that, the draft law was refined taking into account amendments and proposals from market participants.

The next stage will be the consideration of the document in the session hall of parliament. According to Zheleznyak, the second reading is planned for November 2026, but the specific voting date has not yet been announced.

Thus, the committee's decision does not mean that the new tax rules have already entered into force. For this, the draft law must receive final support from the Verkhovna Rada, pass the signing procedure, and be officially published.
