In Kyiv, they plan to provide heating to most residential buildings by November 12. Connection is ongoing simultaneously in all districts of the capital, but damage to heating networks and power outages may delay the supply of heat to individual buildings.
This was announced on November 5 by the acting first deputy head of the Kyiv City State Administration (KCSA), Petro Panteleyev, during a briefing on energy supply in Kyiv and preparations for the 2026/2027 heating season.
According to the official, approximately ten days are allotted for the deployment of the heating system for the housing stock, starting from November 2. Thus, by November 12, most of the capital's buildings should receive heat. Exceptions may be facilities where emergency situations arise or where additional repair work is needed.
Panteleyev clarified that the city did not establish a separate order for connecting districts. Utility services are starting heating in parallel in all parts of Kyiv. At the same time, individual buildings, particularly those with condominium associations (OSBB), may independently determine the start date of the heating season, taking into account the thermal modernization carried out and the possibility of saving on heating.
Earlier, "Kurs Ukrainy" reported that the supply of heat to residential buildings in Kyiv began on November 2. City authorities explained that due to the scale of the centralized heat supply system, its launch takes time.
In parallel, construction of 13 reserve heat supply facilities is ongoing in the capital. According to Panteleyev, the city is implementing seven of them, and the State Agency for Restoration and Development of Infrastructure of Ukraine is implementing six more.
Reserve facilities are intended to provide heat to certain parts of the city in case of damage to the main heat infrastructure as a result of Russian attacks. The priority areas include microdistricts that had the most problems with heat supply last winter, particularly Teremky and certain districts on the left bank.
The planned readiness date for these facilities to supply heat is the end of 2026. Panteleyev emphasized that they were not planned to be completed before the start of the current heating season. Construction involves the installation of boiler and pumping equipment, as well as the laying of engineering and gas networks. Another three large reserve facilities are planned for 2027.
The city authorities pay special attention to the energy autonomy of apartment buildings. According to KCSA, this year about 500 million hryvnias are provided for relevant programs to support building communities. The funds are directed, in particular, to the installation of inverters, battery systems, solar panels, modernization of heating substations, and insulation of buildings.
In addition, through the city's revolving fund, a decision was made to provide preferential lending to building communities for a total amount of about 70 million hryvnias. Such projects allow maintaining the operation of elevators, lighting, and pumping equipment during power outages.
In case of prolonged interruptions in electricity and heat supply, 1,541 stationary invincibility points operate in Kyiv. As reported during the briefing by the director of the Department of Municipal Security of KCSA, Roman Tkachuk, all of them have been switched to 24/7 operation. There you can warm up, charge electronic devices, get hot tea and necessary assistance.
KCSA warns that new Russian strikes on energy infrastructure may affect the operation of heating and water supply systems. City services continue to repair damaged facilities and create reserve capacities, but it is currently impossible to completely rule out new disruptions.
