The National Bank of Ukraine fined the state-owned Sense Bank UAH 25 million for violating legal requirements in the area of preventing money laundering and terrorist financing. The regulator identified deficiencies in the risk assessment system and customer due diligence procedures.
This was reported on November 6 by the press service of the National Bank of Ukraine following supervisory activities for October 2026.
The fine of UAH 25 million became the largest financial sanction applied by the NBU in October to institutions for violations of legislation on financial monitoring and currency regulation.
According to the regulator, Sense Bank committed violations of two main legislative requirements:
- Improper application of a risk-based approach in conducting financial monitoring.
- Improper fulfillment of the obligation to conduct customer due diligence in accordance with legal requirements.
The risk-based approach implies that banks must assess the likelihood of their services being used for illegal financial transactions and apply appropriate control measures. In particular, increased attention should be paid to high-risk clients and operations.
Customer due diligence includes establishing and verifying their identity, studying information about financial activities, and conducting other procedures stipulated by law.
At the same time, the NBU statement does not assert that the bank was directly involved in money laundering. The identified violations relate to the implementation of mandatory financial monitoring procedures.
In addition to Sense Bank, the National Bank fined the state-owned Oschadbank UAH 10 million. The regulator found violations in customer due diligence, application of the risk-based approach, and provision of information at the NBU's requests.
Additionally, Oschadbank was found to have entered data into customer questionnaires whose reliability was not confirmed by available documents.
Enforcement measures were also applied to three non-bank financial institutions:
- Pawnshop "Credit Ukraine" — fined UAH 2.747 million for deficiencies in organizing financial monitoring. The institution also received a written warning for violations of currency legislation.
- Financial company "Artua" — fined UAH 799 thousand for violations of requirements for internal financial monitoring procedures, customer due diligence, and provision of information to the regulator.
- Financial company "FinoFis" — fined UAH 17 thousand for failure to provide the National Bank with certain statistical reporting on currency operations.
Thus, the total amount of fines imposed on two banks and three non-bank institutions for October amounted to UAH 38.563 million.
The applied enforcement measures are the result of NBU supervisory activities aimed at controlling compliance by financial institutions with legal requirements on combating money laundering and currency regulation.
