Ukraine to change the assessment system for real estate and other assets
The Verkhovna Rada on October 14 adopted as a whole draft law No. 13435 “On Property Valuation,” which provides for reforming the system for determining the value of real estate and other assets. The new rules will apply to property transactions, the work of appraisers, and control over the quality of their services.
According to the parliament's press service, the document introduces international and European standards for property valuation. The goal of the reform is to establish unified approaches to determining the value of assets and make valuation procedures more transparent.
The law provides for updating the system of professional training for appraisers, developing their self-governance, and strengthening liability for violations of professional requirements. At the same time, it is planned to digitize valuation procedures, which should simplify relevant operations.
A separate innovation will be the introduction of pre-trial dispute resolution mechanisms. This will allow citizens and companies to challenge disputed issues regarding property valuation without necessarily going to court.
Also, the law opens the Ukrainian market of valuation services to foreign specialists and expands opportunities for Ukrainian appraisers to work abroad.
The new approaches will be applied in the purchase and sale of real estate, lending, inheritance, insurance, as well as operations with state and communal property. According to the parliament's assessment, the changes should ensure more predictable determination of asset values and better protection of the interests of participants in property transactions.
The reform is also connected with Ukraine's commitments to the International Monetary Fund under the Extended Fund Facility program. In first reading, the draft law was supported on June 30, 2026, after which it was finalized taking into account proposals from the parliamentary committee and the professional community.
As of October 14, the document has the status “Preparing for signing.” Therefore, adoption by the parliament does not mean the new rules have entered into force. For that, the law must undergo the procedure of signing and official publication.
