The Ministry of Defense of Ukraine has introduced mandatory document processing for the supply of food products to the Armed Forces and the State Special Transport Service through the DOT-Chain Food digital system. New requirements apply to military units, food suppliers, and the Defense Procurement Agency DOT.
This was reported by the Ministry of Defense of Ukraine on November 5. The relevant changes were approved by Order of the Minister of Defense No. 285.
From now on, all document flow regarding food supply for the military must be carried out through DOT-Chain Food. Previously, about 20% of units continued to use paper documents, using the electronic platform mainly for submitting requests.
The new procedure mandates the use of the system for submitting procurement requests for products, agreeing on the range and delivery, processing acceptance certificates, and recording violations of supply conditions.
Food requests must be submitted at least 10 days before the delivery date. Acceptance certificates will be issued electronically using a qualified electronic signature.
Suppliers must also interact with servicemen responsible for food supply exclusively through DOT-Chain Food. This applies, in particular, to agreeing on the product range and organizing delivery.
Separately, the Ministry of Defense expanded capabilities for monitoring contract performance. The system features an automatic claims mechanism that allows recording violations of deadlines, volumes, and quality of deliveries. Starting from September 2026, photographs of products can be attached to electronic violation reports.
If a supplier fails to fulfill contractual obligations, the relevant violation will be recorded in the system. Sanctions stipulated by the concluded contract may be applied to the company.
According to Deputy Minister of Defense Mstyslav Banik, mandatory electronic document flow should reduce the impact of the human factor and the risk of abuse during food supply for the military.
The DOT-Chain Food system has been operating for more than two years. According to the Ministry of Defense as of October 28, during this period the platform organized the supply of 1.35 million tons of products for the Armed Forces and the State Special Transport Service.
Over 45 thousand documents are generated in the system weekly. According to the defense ministry's assessment, the use of the digital platform has already reduced the total food supply cycle—from request submission to payment to the supplier—by four times.
Mandatory use of DOT-Chain Food should ensure a unified procedure for processing supplies, reduce paperwork for military units, and strengthen control over the execution of food contracts.
